Mürsəl Nəcəfov served as the Chairman of the Union of Artists of Azerbaijan from 1946–1948 and as its secretary from 1977–1982.
He wrote 67 articles for the Azerbaijan Soviet Encyclopedia.
He authored Azərbaycan karikaturaçı rəssamları (Azerbaijani Cartoonist Painters). Awards and Recognition Honored Art Worker of the Azerbaijan SSR (1979). Azerbaijan SSR State Prize Laureate (1982).
Starting in 1936, he led the "Fine Arts" division at the Council of Ministers of the Republic and later became the director of the Art School.
He developed numerous radio and television scenarios, including the popular "Palitra" program starting in 1970.
